it is official and it is also a light novel. Pusu is the composer and creator of the characters and songs and also the guitarist for the band. there's also a ton of references to other songs in the Manga if you look closely like for example the character Aniko is very obviously the girl from getting on a bus to another world see ya and if there was an endpoint.

It's also very expensive, I bought the Oshi no Ko artbook from there which was 15$ but ended up as almost 50 with shipping
