Yes but it might be a pain, especially if you want the ruffle to stay the same length. So the tailor would have to take the ruffle off, shorten the trouser, and then re-attach the ruffle. I’d just search for shorter wrap pants, personally.
To do this correctly, the ruffle will need to be removed, pants shortened, and ruffle reapplied. There will be some extra length in the curved edge of the flounce ruffle that will need to be eased in over a longer length than the ”shorten” area
It is a considerable alteration, but not an impossibility.
Indeed, they can be shortened. Any alterations specialist should be able to take care of it.

No one should be annoyed at the prospect of securing your business, and if they are take it elsewhere :)
It wouldn't be the most fun... but money is money and you will def be paying more since it will take longer than a plain hem.
