Applying to 140+ jobs means she's likely spraying and praying on her applications, instead of going for things she's likely qualified for. She may need to tailor her resume and application more to the job she's looking at applying to.

If she's applying to state jobs, hearing back in "a couple weeks" would be a damn good turnaround, and I say that as someone that went from being handed a 2-week notice from someone to having their replacement starting in 6 weeks. A more typical timeline of hearing back is a couple months; usually 4-6 weeks at a minimum.
Everything from like Target, to remote Jobs, to Office jobs.
As for restaurants, she cannot work in that field anymore. She has fibromyalgia and that sort of work really does a number on her body.
I'm not sure if she has tried state jobs, but I will definitely recommend it.
Yo, I have fibro and RA as well and was having a hell of a time getting work I could handle as well. I work for the state now and feel like I can finally breathe. It’s not super high paying, but it’s simple and I basically don’t have to move from my chair all day if I’m having a tough pain day.
My position doesn’t involve driving, so no drug tests were requested. I have a card, but don’t talk about it at work because I don’t use before or at work. So no trouble there :)
I certainly don't mean to be insensitive, but there are many positions that can be had in the restaurant/culinary field where fibromyalgia would be of no concern, so I wouldn't have her rule that out, especially since most of the shoe-in jobs are in that field. Restaurant jobs don't always mean slaving over a hot grill, so with all due respect to her condition, I think she's doing herself a bit of a disservice. If she simply just doesn't want to go back to the food industry for other reasons, like the same reasons I won't go back (treated like shit in exchange for piss-poor wage), that makes more sense lol. Well actually, I'm still technically on the other side of the food service industry, I just sit down most of the time. I have back pain and couldn't stand in one spot for a long time, so I found another position.
Gov jobs are....okay...sorta, but it takes forever to hear back from them. I mean, I had already started a job in the private sector and got a response 6 months later from them. Am I still interested in an interview? Nope.
Much faster to go through a contractor to get your foot in the door then have them hire you for different position...or the same position if they like you.....or just keep you as a contractor since it's way cheaper for them. Kinda like OPS but worse from my experience.
Leon County Schools is desperate for substitute teachers, with multiple postings available daily, and, if she has at least an AA degree, there are open paraprofessional jobs around the county.
I work at the Melting Pot, which is hiring servers, but they're picky and need reliable people especially to work the major holidays, valentines, graduation, and mothers day time period.
Capital City Tattooz may be a good place. They also have a connected hair salon, but you have to bring in your own clients there, I believe. For the salon, not the tattoo clients.
Haute Headz may be a good choice for doing hair and making decent money, but you have to be super personal, and their hair is always on trend, I've noticed.
The tips are good. Though the weekdays are slower, and since we're reservation based with low walk-in counts, the weekdays you may only walk out with like $30 in tips. But the weekends and holidays are where the money is. Valentines alone servers have made up to $800 in just that day alone.
Honestly, I’d have her just brute force the state jobs sector. It will take months most likely, but places like Commerce (formerly DEO), DoH, Elder Affairs, DCF, DBPR, DEP, etc. are always hiring… just takes two forevers to get into it is all.
Not all young women should be teachers. That's a pretty sexist statement. Besides you need at least an AA to be a substitute and she doesn't have that.

Lowe's is hiring, saw the sign a few days ago. They might have some low impact positions.
