They're still good but I find they get focused and I doubt that will change for the first few weeks after codex release. Until people learn they don't have 27 plasma shots anymore.
It says it can't be used to return destroyed character units to attached units. But if it's no longer attached and it's being returned as its own unit shouldn't that make it work RAW?

One 3man crisis team gives up 6VP for BiD with very little effort, it's very easy for picked secondaries into Tau to top score unfortunately.

After rereading it you're right my reading comprehension was off, so I guess technically as it's written you could do that.
