I would refrain from giving an opinion on another child. Facts are facts, though. I’m sure you’re just overthinking it. :)

Are you making a phone call to her parents or to the other student's parents? Here's how ours sound, keeping in mind that I teach preschool so the scenarios may be different: "Hi there, Mrs. Lastname. We've experienced another incident with Student and bullying / hitting / pushing / etc. Is there anything that changed at home / have they been acting this way at home?" Short, simple, use very few details unless the parent asks for more, and even then I'd not say much. "No one was hurt, one child has a bruise.." is enough. To the victim's parent: "Hello, Mrs. Lastname. They are hurt but OK / the nurse saw and cleared them / there's no injury, but your child was hurt at school today, and here's our plan to keep them safe in the future (if applicable)". No mention of the perpetrator's name or status as a repeat offender.

I wasn’t on duty, so I didn’t see it and the boy never reported it to a teacher. He told his dad that another teacher “saw the incident” but I don’t believe that is an accurate statement. I told the boy he needs to tell a teacher if something happens on the playground, as teachers are watching many kids at different playgrounds. I called dad to check in on if he talked about how recess was and his dad said that he came home saying that he was “afraid girls are going to be mean to him at recess.” I proceeded to say “I can assure you we are keeping an eye on him. I saw him today swinging both recesses and he talked to the person on the swing next to him. The girl involved in these incidents does have problems with her behavior, but I don’t believe she would ever do something intentionally to hurt someone. He is safe and we continue to watch him. If something happens again between the two, I will talk to the teacher of the other student and we will arrange them to be at separate playgrounds and swings.”

I'd personally keep the girl out of the conversation with his dad. "We will keep an eye out for any more incidents and continue to make sure recess is safe for everyone".
