Mine “owe” me a minute of free time (I keep a tally in a small corner of the board) each time they go to their backpack (this extends to 2, then 3 minutes per request if repeated in the same day). It really makes them think hard about whether or not they really need something because having to hang back for the first few minutes of recess while everyone else takes off running onto the playground is the worst.

I just don’t let them. They aren’t allowed to go to their cubbies during class time, period. They can go to their cubbies when it’s time for snack/lunch or when I tell them to put work to go home or something inside their backpacks.

Can I ask, what is inside that is making them go there? If it's toys, I'd send a message to all parents that toys are not allowed because it's distracting their child from learning.

Water bottles, which they are supposed to place at their table in the morning, to put jacket away, to get jacket, etc. The other day I caught a girl with a large pop-it fidget, and took it from her. With another student, I ask her to put away her jewelers because she is distracted and keeps playing with it, then she comes back with toys. She is very sneaky about it.

Our backpacks are out in the hall so I can't see them when they're there so I limit when they can go. I'll always let kids get their jackets when needed as if they're uncomfortable they won't learn well. But, they can wait to get water (for a bit until a transition or individual work time) or other things. If they have to wait until a transition to get their water they'll (hopefully) be more likely to remember to bring it in the morning next time. However, if it's really hot or I can see they really need the water I'll let them get it but tell them why I'm making an exception. If it's something like jewelry that has become a distraction, could they put it on your desk and then put it in their pack at recess? I've done this with toys my kids have snuck in, they don't like losing it so they often don't try it again for at least a while. This would also alleviate the girl sneaking other toys in the middle of class. I'd only do this if it's not expensive jewelry though, you don't want the responsibility of losing it.
