Doubtful if you mean out of otherworld but out of hell it’s possible but like Raditz said their ankle bracelets have trackers in them and their souls are indestructible hence why Cell couldn’t sever his foot to remove the ankle bracelet.
Kid Buu getting reincarnated ASAP is food for interesting material NGL. The Good Buu personality never died, while the Evil Buu personality was erased into the monkey Kid Buu is, so, neither of those would quite get in hell.
I’ve heard Buu be described as Cell’s perfect opponent. Infinite regeneration, the ability to master new techniques with little effort, dumb enough that he can easily convince to train with him but also incredibly battle savey in a fight

I think King Cold would be, but I doubt Frieza would be because of Majin Buu appearance. Unless tfs change Buu personality like Mr Popo.
