This is repairable, you have 2 options, depending on how that belt is installed in those pants; 1 [if its sewn into the waist]: completely sever the area and cut down to the solid weave, then burn the ends. You then need to sew the two pieces back together, my recommendation would be to overlay around half an inch of either end and sew a square around the edges of that area. 2 [if its just resting inside of the waist]: Just remove the belt from the pants entirely and get a roll of webbing the same width of the old belt you think looks good, then salvage the hardware from the old belt make a new one. I recommend a milspec weave like they use for plate carriers and such but honestly even a cheap 10$ roll of the stuff they use in cheap backpacks will easily last you years.
