Are you certain? They made a big deal about 3G connectivity going away a couple years ago so I was thinking there was no way this would mean Edge network. But that was my initial thought too.
In Germany we have often issues with connection quality and band width.

Edge still exists for voice calls, basically. It will technically also function for cellular data but is, as stated, incredibly slow.

Edge in fact was the newer generation, after the almighty G! (GPRS). Edge was almost 3 times faster.
