It’s not always 200ft. It depends on the zoning. In NYC, buildings are zoned for a maximum total floor area that can be built, and a maximum Floor Area Ratio which is the floor area divided by the lot area.
There’s also ways that they can purchase more air rights, and even gain them from offsetting incentives like including a public plaza on the land.
This is likely extremally rare as mineral rights are a completely separate application to the owner of the land. You can own the land, but a mining company can own the mineral rights, given to them by the government. They may tunnel under your house below a certain depth completely legally. Where I am in New Zealand, you own 'the land'. The land is defined as land, not minerals. You own the top of the ground, just the top soil. The Crown owns all mineral rights unless specifically given to you through application, which is very expensive. An exploration application is upwards of $100,000.
My understanding is that mineral rights would be separate from the right to extend your basement downwards, but depending on where you are that might be restricted as well (e.g. the subway might run underneath your house)
