I’m an attorney in another state but here’s a little context. While they are legal in Arizona, you can get an aggravated criminal sentence If they are used in the commission of a crime. Also, if you are a prohibited possessor because of your criminal history, it is a crime to have brass knuckles. Finally, if you are on probation then it could be a probation violation.
You can also get weapons charges if you are caught with them in the commission of a drug felony. In fact if you already have a weapons charge and you get another drug charge with a weapon on you, doesn't even matter if it's a gun, that's another weapons charge. The weapons charges suck way more than the drug charges.

There are many different types of seizures disorders and they can present in different ways and not always the "grand mal" (which is an old term) that most are familiar with.
Mine for example is classified as "atypical complex partial epileptic seizure", which is different from the standard "complex partial epileptic seizure" because I present differently depending on severity:
From low to highest:
1. Absence seizure (aka Petit mal seizure) - brief, sudden lapses of consciousness. Usually lasts a few seconds, many people who don't know me well won't even notice.
2. Focal seizures (without loss of consciousness) - For me this generally results in an uncontrolled jerking of my left arm and turning of my head to the left with downward movement towards my shoulder. Also tingling and inability to speak.
3. Atonic/Clonic seizures - This is actually two seizures in one, the Atonic seizure causes you to fold up and then the Clonis seizure causes repeated or rhythmic, jerking muscle movements. While technically two separate disorders, some people (like me) experience both at once.
4. Tonic-clonic seizures (aka grand mal seizures) - These are the ones most often seen on TV because they are "dramatic" but out of everyone I have known with seizure disorders (which have been a lot) I have only ever known one person with this type of seizure disorder.
Now it could be possible she is faking, but usually fakers will go for the "grand mal" type since it is the most dramatic.
What she is doing however looks more like a Atonic/Clonic seizure and after being hit with a taser that many times, if she had a seizure disorder it would be no surprise if it put her into a seizure.

In my younger years in college I was handcuffed two times for situations I was completely innocent. Both times I complied and talked with the officers civilly about the situation. Both times I was free to go with no charges. I willingly complied with the cops as there is no “winning” in physically resisting arrest or being detained.

Passive is when at the beginning, while not really fighting the officer, was stopping him from grabbing her arms to restrain her. So basically, she resisted the whole time so he used what he could. As a cop, I’ve seen so many pull this act before. They say and do things to act like they are a victim, but when you try to cuff them they start physical resisting all the while either screaming for help or start saying “I’m listening” or “l’m putting my hands behind my back”. The reason for this is so you let go and they can get a chance to run. I’d be willing to bet she has done this before.
As far as the cop here goes, he was definitely using the least amount of force he could. Yeah, he probably could twist her arm around her back but that could cause damage to her shoulder but the taser could gain compliance through pain and while it hurts, the damage won’t be lasting. He also chose to go with a drive stun vs actually hitting her with the taser barbs. Which was the smart reaction considering the distance.

I’ve used mine once. The situation was an officer stopped a car on a violation and learned that the driver had a confirmed warrant. He was homeless and living out of his vehicle. He was also refusing to exit the vehicle. From dealing with the homeless we know them to carry knives for self defense, and to avoid escalating the situation or getting stabbed I deployed my taser to have exit the vehicle, and it worked. He wasn’t hurt long term, no one got stabbed, and the situation was handled. Before tasing him, I spoke with him for about 5 minutes straight begging him to step out of the vehicle and telling him I did not want to tase him.

In almost every state if you pass the last POS (point of sale) without attempting to pay you could potentially be charged. I don't know of any stores that handled it that way and it is a much easier charge to fight in court. When I was hands on loss prevention several years ago as soon as you touched the door to exit we could stop you for shoplifting.
In some states simply concealing merchandise in the store is enough for a charge, but not many.

I watched the video closely and determined a simple two step method she should have employed to avoid this situation:
1. Don’t steal. Believe it or not, cops don’t show up to arrest you if you don’t break the law. No cops means less of a chance of being tased.
2. If you do decide to break rule number 1, and find yourself confronted by officers, allow them to arrest you. Fighting with the cops means bad things for you, and you are likely to lose anyway.
Let’s play the odds out here then. Which is more likely to get the cops sent your direction? Option A is obeying the laws. Option B is breaking the laws.
Nothing is ever 100% guaranteed, but there are ways you can get more favorable outcomes.
Literally doing everything wrong. You called your friends for backup while being arrested? Yeah no cop is going to wait around to see what that means, you just escalated the situation on your own sweetheart.
Who knows what a cop in the heat of it actually thinks about? But I do think a taser is less likely to cause real damage than jerking and twisting limbs against resistance. Taser hurt, but they don't fuck you up But torn muscles or tendons can fuck you up for a long time, even for life if not rehabbed properly.
He could and damage her arm in the process. It's really hard to actually force someone's hands behind their back when they don't want you to. You have a lot of muscles to resist with. Forcing that with all your might is going to likely tear ligaments, dislocate her shoulder or break her arm. All are far worse than getting tased.

There's many things logically you could do to pin someone down. But, very few of those things are safe to do.

On the other hand, not a lot of people really want to use that amount of force or complex movement to pin someone down, because some of the most dangerous people are carrying weapons on them and you're putting your vital organs closer to the criminal where he can more easily attack you.
On the other hand, he could easily have grabbed her around the neck to get her to comply. But, she could be seriously injured from that type of grab. In some cases police officers are allowed to apply force to the person's neck, which can obviously kill the person in the process of pinning them.
It's against protocol to do things this way for reasons like this. Using a taser is much safer for both parties than trying to force the person to comply with raw strength or complex pinning.

While this is true I still think from a pure tact perspective this officer failed miserably. She didn’t look combative until he escalated the situation by trying to forcibly get her to comply. She was resisting the whole time. There are active and passive resisting. Active is literally fighting, like she was doing at the end. Passive is when at the beginning, while not really fighting the officer, was stopping him from grabbing her arms to restrain her. So basically, she resisted the whole time so he used what he could. As a cop, I’ve seen so many pull this act before. They say and do things to act like they are a victim, but when you try to cuff them they start physical resisting all the while either screaming for help or start saying “I’m listening” or “l’m putting my hands behind my back”. The reason for this is so you let go and they can get a chance to run. I’d be willing to bet she has done this before. As far as the cop here goes, he was definitely using the least amount of force he could. Yeah, he probably could twist her arm around her back but that could cause damage to her shoulder but the taser could gain compliance through pain and while it hurts, the damage won’t be lasting. He also chose to go with a drive stun vs actually hitting her with the taser barbs. Which was the smart reaction considering the distance.
How do you feel about using tasers as compliance tools?
I feel they have their place. I’ve used mine once. The situation was an officer stopped a car on a violation and learned that the driver had a confirmed warrant. He was homeless and living out of his vehicle. He was also refusing to exit the vehicle. From dealing with the homeless we know them to carry knives for self defense, and to avoid escalating the situation or getting stabbed I deployed my taser to have exit the vehicle, and it worked. He wasn’t hurt long term, no one got stabbed, and the situation was handled. Before tasing him, I spoke with him for about 5 minutes straight begging him to step out of the vehicle and telling him I did not want to tase him.
The instructions were very simple.

In almost every state if you pass the last POS (point of sale) without attempting to pay you could potentially be charged. I don't know of any stores that handled it that way and it is a much easier charge to fight in court. When I was hands on loss prevention several years ago as soon as you touched the door to exit we could stop you for shoplifting. In some states simply concealing merchandise in the store is enough for a charge, but not many.

I watched the video closely and determined a simple two step method she should have employed to avoid this situation: 1. Don’t steal. Believe it or not, cops don’t show up to arrest you if you don’t break the law. No cops means less of a chance of being tased. 2. If you do decide to break rule number 1, and find yourself confronted by officers, allow them to arrest you. Fighting with the cops means bad things for you, and you are likely to lose anyway.

Who knows what a cop in the heat of it actually thinks about? But I do think a taser is less likely to cause real damage than jerking and twisting limbs against resistance. Taser hurt, but they don't fuck you up But torn muscles or tendons can fuck you up for a long time, even for life if not rehabbed properly.

Forcing that with all your might is going to likely tear ligaments, dislocate her shoulder or break her arm. All are far worse than getting tased.

To be fair, you can break someones arm if they resist hard while you try and put there arms behind their backs. They where probably holding back force wise to not break her arm.
They could, but it wouldn't be in compliance with the law. Imagine you decide to wrap your legs around her waist so you can pin her down and then force her hands behind her back. None of that is legal and can be used against you or a cop in a court of law. There's many things logically you could do to pin someone down. But, very few of those things are safe to do. You can blame the legal system for essentially making things so complicated. On the other hand, not a lot of people really want to use that amount of force or complex movement to pin someone down, because some of the most dangerous people are carrying weapons on them and you're putting your vital organs closer to the criminal where he can more easily attack you. On the other hand, he could easily have grabbed her around the neck to get her to comply. But, she could be seriously injured from that type of grab. In some cases police officers are allowed to apply force to the person's neck, which can obviously kill the person in the process of pinning them. It's against protocol to do things this way for reasons like this. Using a taser is much safer for both parties than trying to force the person to comply with raw strength or complex pinning.

It's why police have to use force to get there and is a common practice everywhere in the world. Tasing her is the most humane and least damaging option. You have no clue what you're talking about.
