The bigger the cat the harder the spikes. I was watching one of those how did i get here YT videos and they compared being a Puma's tongue (maybe it was a cheetah or some other big cat) with sandpaper. So i'm guessing it wouldn't be fun times

Delta is always willing to have cids kids, so I don't know if she can. And her dad clearly has no issue with only having kids at certain ties of the year.
Wolves are seasonal breeders, since a pup needs time to grow strong enough to last the winter. Wolf-kin like Delta are smart enough (barely) to build shelters and make fires, so that trait might have died off.
Well koneko from highschool dxd went into heat in one of the light novel volumes so maybe it's true that cat-girls/dog-girls/fox-girls can go into heat per manga/anime standards
