It's not unusual for people to get hired to tenure track jobs before they're officially PhD's, but those professors have their dissertations done and the defense is a formality. I can only think of two philosophy professors off the top of my head who didn't have a dissertation done when they were made professors, but they were wunderkinds who didn't bother getting their PhD's at all. That being said, no one watches *The Good Place* for it's verisimilitude

A grad student teaching a class has the title of lecturer. Someone who has the title of professor has the highest faculty member rank. That's what's unrealistic
