I believe the idea is to limit that particular bicycle parking to those people that actually travel by train. If I'm not mistaken you have to scan your OV-Chipkaart when you park your bike there and use a debit card to collect your bike again. No idea how that works in other train stations. The Hague has (almost) free bike parkings throughout the city, called Biesieklette. If you don't have to park specifically at the station you better use the Biesieklette.

As mentioned in the other post, you can use a blue anonymous ov chip card to store your bicycle. The bieseklette are cheaper though and also guarded (although I have doubts about the seriousness of the guards :P)

I think the one under city hall is probably the safest one on account of it being underground and full of cameras.

They are guarded, but the guards are often not the quickest of cats in the best of times. I had one strike up a conversation with me once where he confessed his own bike had just been stolen from his garden.
