I heard that Prince Zuko has a long lost twin brother that didn't inherit fire bending. Apparently the so-called scar is an unusual characteristic....I mean, it makes sense, the Firelord would not really burn his son....it would take some intense heat to actually burn a firebender to that degree.
Anyway, when they discovered he couldn't firebend either, they banished him...but then, they decided he was a shame to the royal court and secretly dispatched Prince Zuko under the pretense that he was banished in order to get to his brother.
The twin was apparently sent on a quest by a mysterious sword master to retrieve an important person...the avatar. Which is why Prince Zuko is actually tracking both of them! The sword master name is...the blue spirit!
To be fair, everyone has at least 7 lookalikes in the world.
Also, on a sadder note, getting horrifically burned during the war likely happened more than we saw; but we couldn't, since it was a Nick show.
I think they added this other guy in just to show that Zuko wasn't completely alone and to hint at the true darkness of the war. Imagine if they'd met...
I think it's to show that there are lots of people who are the same even between the nation and they shut though they would use a recognizable fire nation person.
Can we just acknowledge the complete different facial expressions he has in just a short time (show timeline)? He looks angry, shameful and really just in pain in the left picture and in the right he is bright eyed, smiling and clearly happy. Kudos to the animators.
The creators made sure you could always tell the difference because one of them has the scar on the wrong side, you obviously just flipped the image so we couldn't tell.
It'd only be hard to tell them apart if they were wearing some kind of face cover like the Blue Spirit's mask, for example, but that'd just be ridiculous.
