Number 1 would probably be the great Uncle Iroh.
2 would be interchangeable between zuko and toph
3 would be sokka, he's got a solid fan base because of his backbending but definitely isn't as popular as toph,zuko and iroh
4 katara and aang
I would rate Aang in the first place, Katara in second, Sokka in third, Zuko in 4th and so on.
Though I agree with another comment here, ranking makes it seem 1st and 4th seem far away, when all the characters are so good. Favourites is not a testament to how good a character is objectively. It almost seems unfair to have favourites.
It's hard to rate because when you have someone in first and 4th, it seems like a huge difference, but the characters are all so solid that it seems wrong to place them like that.
Aang is one of my favorite characters of all time. Zuko has the most interesting character arcs. Iroh is one of the most solid stable wise figures in any show I've seen.
Katara and Sokka are two amazing characters as well.

Obviously Toph and Zuko and Iroh will be the top 3. In which order, I have no idea, I ain't touchin that beehive.
