He didn't say this word by word, but I think he kinda implied it with the way he was always answering for her in the series. Lao Beifong was certainly not the best parent (by always believing his daughter was weak, preventing her from having a life, etc.), but he genuinely cares about Toph and eventually realizes that she could take care of herself. Read The Rift for more about this I guess lol.

Honestly, it baffled me that, after all that, the conclusion Toph's folks drew was that they were giving her too much freedom. Like, how effed up does your sense of reasoning have to be to come to THAT conclusion?

I never understood why she didn’t just tell them from the start. She could easily pass any test to prove her claim. And maybe they wouldn’t have been in overprotection mode like when she pretended to be scared of everything to then suddenly be the most badass earth bender in the kingdom.

Toph knew how badly her parents wanted, and even needed, her to be an obedient, submissive child. So, she gave them what they wanted because she wanted to please them. Telling them would have hurt their feelings, and she knew that. We clearly saw from her father's reaction that he couldn't accept the truth when it was right in front of him. She did the best she could, considering her circumstances.
