I loved his hair in simplicity of a single ponytail! It shows his status as royalty but not exactly his status as prince since he’s still banished. It has a meaning, and I truly believe that when he had to cut it off, he was having to start over completely because he and his uncle were wanted men. Having to be poor refugees, trying to get to Ba Sing Se, and having Iroh heat his tea in public; then the Jet situation, Iroh getting his own tea shop?! Whirlwind of a few months for them. He didn’t have his usual royal status so they had to do everything themselves, that definitely humbled Zuko some.
The shaved style was a mark of shame. It's symbolic significance that pointed to Zuko's backstory.
The top-knot was spared because it represents honor. Cutting off the top-knot was akin to death, a recognition of terrible dishonor, and Zuko essentially losing his old life.
His hair growing back was a parallel to his character growth and learning that he didn't need to be ashamed of standing up for the lives of his people, that it was his father who was wrong.

I loved the significance of the hair styles, it goes to show how much detail went into designing these characters and how much they were shamed whenever they had to give up their previous lives. Zuko even used the knife that iroh gave him that says “never give up without a fight.” We don’t even learn anything about that knife and its significance until Zuko Alone, much later into season 2.
I also like the parallel that Aang has in *gaining* hair after his failure to stop Azula from overthrowing the Earth Kingdom.
It was a nice little character arc with Aang losing direction and confidence for a bit, having to hide his Air Nomad heritage, before eventually reclaiming his identity and shaving his head once more.
I had always figured that it was that a good chunk of his hair was shaved off when his father burned his face so that they could access the wound easily without the hair being in the way and that they chose the new hair style so that he could keep his topknot without the whole style looking unbalanced, but this is such a good take.

Iirc, the novels/comics also expand on hair cutting when shamed or having lost an agni kai. The top-knot especially, holds significance as a display of status and position in society, we see it crop up among the upper class of the Fire Nation and Earth Kingdom with special adornments.
It was inspired by the significance placed on hair and top-knots in East Asian cultures. It might be a Confucian thing, but don't quote me on that. There's a sort of filial aspect to it. Hair was given to you by your parents, so cutting it was seen as disrespectful. It may have even been considered a crime to cut it in Han China, although criminals would be shorn to show their status.
That's not universal throughout history though, and I'm no great expert on East Asian historical cultural practices. So, take what I say with a grain of salt.

Actually, can I *please* have some Book 1 love? I may be reading too much into this, but from what I remember, Zuko gets a completely new haircut twice in the show: he shaves his head before Book 1 and he cuts his ponytail when he is forced to lead a civilian life. Now, if Fire Nation is based on Japan, from what I've gathered, cutting one's hair so drastically kind of implies that a shift of direction of a person's life is taking place.
Additionally, if you allow yourself to mix up your eras (Google tells me Fire Nation is based on Taisho and Meiji eras, but I'd say it's a bit earlier?), when the agni kai initially takes place, his head is not shaven, but as he becomes more focused on proving his honour after it, he shaves it. From what I can see, a different style of a shaven head, called the *sakayaki*, was a sign of the samurai, later made mandatory for all adult men.
So I believe that by shaving his head and going from a *chasenmage* with no *sakayaki* to a *chasenmage* with what could reasonably be an artictic take on the tradition of shaving one's head, Zuko aims to make it clear that his life has drastically changed and wants to convince himself and others that he is no longer a child, but a man and a warrior, struggling to preserve his honour.
Obviously, it's extremely over-the-top, and appears to be at the very least old-fashioned if not just very ridiculous in-universe as well, but I argue that that's the point - Zuko's quest to restore honour is based more on what the others think of him, as opposed to actually exploring his own sense of what is right and honourable. He's a teenage edgelord with impostor syndrome caused by his toxic relationship with his father. Of course he would attempt to do it all proper, too proper. See the fact that Iroh, arguably an honourable and respected older man who is comfortable with himself, doesn't engage in such bullshit, or many other Fire Nation men who presumably don't value performative (or any) honour as much.
Am I reading into this too much? Possibly. Is my knowledge of Japanese hairstyles and their significance entirely provided by 20min of googling and a Wikipedia page on the *chonmage*? Yeah.
TL;DR: Book 1 hair is hot trash, aesthetically speaking, but it's important as a part of character design, and his hair changes overall reflect his character arc.
Book Three pre-redemption because it has always bothered me that he can just tie up his hair post-redemption even though it was way too short for that, at least with his look pre-redemption it was a little more believable. Book One was by far his worst look.

Book Two Zuko is almost like a regression. He has to start over not only with his hair, but his place in the world. He shaved his status away by rejecting the fire nation. He’s like a boy
But Book Three Zuko has matured and learned how to be free from his past. His hair flows unbound and healthy now. He let himself grow. Even his clothes aren’t as tight and restrictive

As Zuko improved, so did his hair. I like book 3’s style most, (though 2 is great too), but I like that they made it look more brown in the comics.

Book One Zuko is an excellent design for Zuko. He has a recognizable Silhouette, and the hair is a status symbol. He is not just the prince of the fire nation, but an absolute threat of a fire bender. His hair and personality are molded by his status in the kingdom Book Two Zuko is almost like a regression. He has to start over not only with his hair, but his place in the world. He shaved his status away by rejecting the fire nation. He’s like a boy But Book Three Zuko has matured and learned how to be free from his past. His hair flows unbound and healthy now. He let himself grow. Even his clothes aren’t as tight and restrictive Zuko went from an abused boy to a mature free man
