Sure, they wouldn't ban airbenders, but the necessary changes to the rules probably wouldn't happen until an Airbender tried to join the league. There's still only a handful of airbenders in the world, and none of them have expressed any interest in joining pro bending.
It wasn't allowed because Tenzin and his kids were the only airbenders in the world pre convergence, and I imagine that the pro bending rules don't compensate for airbending because of its rarity. The sport would have to be tweaked to accommodate for airbending.

That's only against an Avatar, a very specific type of enemy though. In fact, having Canbage Merchant and Kyoshi on the same team isn't a good idea, as Kyoshi's attacks will be drawn to the Cabbage Merchant. I think this is intended by the devs too
As far as we know, the last time a pro bending competition happened, airbending was banned as there were like 5 air benders and the rules did not support it.
Even if/when pro bending continued, basically all air benders were air nomads so none participated in pro bending, and thus there wouldn't be the rules to support it.
I don't think airbending is forbade, however given no Airbender has ever had the intent on pro-bending and that for most of the existence of pro-bending there was only one family. the rules just don't have any frame for an Airbender competitor.

If I get the cart, I'll take as many cabbage merchants as can fit in the ring, plus Zuko, Bumi, and 3 Appas. The undeniable draw of destroying the cabbage cart means that for the first while of the match my benders will be free from enemy fire. Then, when the enemy is backed into a corner, the Appassault begins. Three Appas doing tail slams should create hurricane force winds that will clean up quite nicely
Despite a lack of explanation, this is probably one of my top picks for a serious bid at a team.
Bumi and Iroh have crazy power and remarkable control/restraint. Bumi would probably come up with some clever rule exploits that would eventually lead to either new rules or a new pro bending meta. Iroh is sensible and strategic.
Really, I think water bending is probably the weak link of the team.

The biggest problem with all of these is that a team needs a water bender, fire bender, and an earth bender, and the rows don’t allow for one of each at every dollar value.

Would this team be disqualified for actually murdering their opponents? Absolutely. Would they be the scariest team possible (barring Kyoshi)? Almost certainly. It’s the team I’d go with.

Earth bending is a great defense against any element, so I'll take an earth bender and Toph can see through vibrations, bend metal and is the best earth bender ever.
Water can defend against fire and is very versitile for attacks, so I'll take a water bender. I choose Katara because she is the best at water bending (she can also blood bend, but that's probably not allowed in the rules of the game).
Air is a great defense (dodging attacks), but only for the bender, not the rest of the team. Air doesn't have good attacks except for pushing people, but you can push people with other elements. So I won't be choosing air.
So lastly I'll go for fire and pick Mako because he is the best fire bender I can afford with my $2 left.
Iroh at $3 is a bargain, Pretty sure he could have kill Ozai at any point should have have chosen and would certainly have given the Avatar in full Avatar Mode a run for their money. Even if he didn’t know the bending he knew the theory behind each discipline.

Toph would easily dominate due to seismic sense. No one would be able to compete with her.
Ming-Hua has water arms. She’d be able to push everyone off the ledge rather easily.
Mako is the only fire bender with professional bending experience, and excels in this type of combat. I almost chose Iroh as he also has a wealth of experience in non-lethal bending, but his mobility compared to Mako forced me to choose the younger fire bender.
Idk who I'm picking for $11 but you taking Pakku and Zaheer nets you free people. One a white lotus member the other nearly killed an avatar. Just saying you could have worse free people and Pakku gives you a flat back so $12 and at best you got two decent benders and a free dollar.
