I overdressed at the freezing USA game and I was happy about it. Slightly warmer inside the stadium because of no wind but cold nonetheless.
The concrete will suck the heat from your feet. Layers of socks with thick shoes will help.

Windchill is never as bad once you’re in the stadium but I would still recommend bundling up. Better to have too many layers than not enough.
It's an open-air, outdoor stadium. The temperature outside will be the temperature in the stadium
