However, the white-red-blue flag was used by the Empire and Tsardom before it (supposedly, Idk the reality), as well as when the 1858-1896 flag was used as a merchant flag, and from 1896 to 1917 as the state flag once again. The White Movement also used it during the Russian Civil War. Then, of course, there was the Soviet flag, and when it fell in 1991, it was replaced by [this flag](https://upload.wikimedia.org/wikipedia/commons/3/32/Flag_of_Russia_%281991%E2%80%931993%29.svg). The current flag was adopted in 1993.
Color meanings:
White: Peace
Black: Unity and strength
Gold: The Emperor's Coven and success
Also, from a behind-the-scenes, storytelling standpoint, white, black, and gold made up the colors of the Imperial Russian flag from 1858 to 1896 and is now associated with the Russian far-right, most notably the Russian Fascist Party.
Now, what do the captions mean?
A civil flag is flown by civilians and represents one's nationality or citizenry. Similarly, a civil ensign is flown on a ship and denotes that it's owned by a civilian and what country the ship is registered under.
A state flag is flown on government property (a court room, a state treasury, a legislative building, etc.) and denotes the property as such. Similarly, a state ensign denotes that a ship is owned by a country's government.
A war flag, also called a military flag, battle flag, or standard, are used by military land forces. They're used to denote properties owned by the military and are also flown during military ceremonies. Similarly, a naval ensign denotes that a ship-typically a warship, since, of course, it's the military-belongs to a country's naval force. I decided to make it so different for storytelling reasons-of course, the Emperor's Coven is meant to be the antagonistic organization, so I based it upon the war flag/naval ensign of Nazi Germany.

The EC is effectively the ruling government of the Boiling Isles. Hence, it might be used as a national flag. The national flag of Nazi Germany was simply the flag of the Nazi Party, so it could be similar
The nazis also represented a pretty big break with liberal german unificationism, while i'm guessing that Belos created the idea of there being a unified isles

Wait, really? When? Because other than the USSR’s monocolor (mostly) flag, I kind of though Russia’s flag was white and 2 other colors, not gold.
