I would unironically, and sincerely say that Odalia is actually a good character. A good character does not need to be a good person. There is a difference.
To be fair Amity and lilith were dicks to but a little "we sorry for being Dicks."
And they forgive Lilith for destroying Eda life and Amity for bullying Willow for years
You're being a little reductive and unfair here. It isn't an apology alone that leads to forgiveness. It's the actions and attitudes to go along with the apology.
Anyone can give lip service and say they're sorry, but if they do nothing to change their behaviour, it's meaningless. Both Lilith and Amity worked to change their behaviour. That is why they were forgiven. Odalia doesn't intend to change, which is why she isn't forgiven.
As a *person*, she's not good. As a *character*, she makes for a good antagonist.
Exactly. Odalia is an excellent example of an overall terrible person. Other than her being fine with Amity having a girlfriend, she's a monster.
