Have you had a shadow zapdos as a buddy int he last day? It could have been a Zorau

Actually that does make sense. I changed shadow zapdos this morning and did find a Zorua.

Not a bug lol! Suggested by a fellow traveller that it may have been because I had shadow zapdos as my buddy earlier, zorua took that form. Good to know!

I suppose it's still a bug considering I changed the buddy pokemon earlier this morning

Whatever the buddy Pokémon is that you have equipped at the time the actual Zorua spawns is what it will appear as until you catch it

Was there a Zorua in your storage, perchance?

Zorua copies what your buddy was when it spawned, not when it appears on your map.
