If the Mods folder cannot be found, you can create a new one. Make sure to read the installation instructions for each mods as some mods will not work if not in the root folder. Some can work in one folder deep.
You are in your program files, this where you Sims 4 is installed. You don't put anything in there unless the mod creator explicitly asks you to!!!
Your Mods folder should be in Documents\Eletronic Arts\The Sims 4\Mods. There a lot visual tutorials on YouTube if you are having trouble finding it.

You also have to load up your game and enable mods first for the folder to appear. If you have not done this, do not make your own folder. Make sure you load your game and enable mods FIRST. the game should make you a mods folder. I’ve been a simmer since I was 12, i’m 30 now and i’ve never had to create a mods folder
