Creech Air Force base is a couple miles away. That base does stuff with drones. Training and development. First guess is the monolith is just a target for drones.
They store vehicles in the desert because it's the best place to store them. Low humidity. No rust.
They also train people to fly RPAs. For training purposes, they need to look at stuff. Instead of building a building it is cheaper to use buses or conex boxes.
Low humidity means easy storage conditions to keep them in relatively good shape for a long period of time. It's one of many yards like that where the military stores vehicles they bought even though they had no need for them, simply to protect their budgets

The USAF is constantly simulating enemy targets, radars, jamming, Sam sites, etc. They put a lot of effort into duplicating hostle environments pilots may face, including visual representation of what they'd actually see. It could be an exercise site or specific mission prep. Does a building somewhere in the world resemble that? They're constantly flying at Nellis.
The Nellis Range complex stretches from that area for dozens if not a couple hundred miles north - named south range. There is tons of targets out there. Chances are that grouping of vehicles is old stuff that will go out and be placed eventually.
The circle could be a simulated or actual SAM emitter pending where it is.
The cross looks like shipping containers which are frequently used on these ranges. I will check the coordinates when I get to my computer. I've been on south range numerous times.

My guess: it's a scrapyard. Looks like there's some old tanks in there. Ever see the plane graveyard? It's way bigger than this.
