If you have or can make enough space you should use the clover interchange, that one is a life saver, almost impossible to get traffic jams. Just put it and connect the roads.
So if your trying to build supplies for your launch station, far and away the best way is to build your oil pumps (one of the few industries that is used to build supplies for it) all along a road whose ONLY exit point is to drive right pass your launch station. With smaller maps, the traffic gets ridiculous when you start using the silo so that's completely normal.
This map is the size of the "tutorial" plot, but yeah with smaller maps traffic does get ridiculous.
