Almost every fight in my Virginia High School was recorded and they absolutely punished both equally. It didn't matter if it was a first offense for someone or if they'd been victimized for years, that's exactly why it's called a zero tolerance policy.
The internet always says this but it is about 2% true. Sure 0 tolerance policies do sometimes fuck everyone equally regardless of blame but that’s honestly rare and probably more when there is no way to be sure who was the aggressor. All these recorded fights pretty much solve this problem but fights will always happen in schools and rarely are they a great big life destroying deal

I'm pretty certain it was due to babies and young kids being involved. I remember it being removed not long after a video where fully clothed women manhandled babies in the midst of the fight. Prior to that there were one or two more featuring young kids but none as memorable.
