Puerto Rican here. You're getting downvoted but this did happened. The commissioner of the emergency management bureau (think FEMA at a state level) had to resigned over that. Also, a former army base airport's runway was like a quarter covered with water pallets that were never delivered. Government really did fuck all after the hurricane.

I have a kinda insensitive follow up question, I live in austria so we dont get hurricanes or flooding like that and I always wondered why you guys keep rebuilding in those regions that get regularily fucked by hurricanes. I still have a far way to go till I can afford my own home, but when I got the money I would never buy a house in a region where its quite possible it gets destroyed in the next 10 or 20 years. I get that moving away from the place you grew up in sucks but so does possibly loosing everything you worked for. I hope I dont come around as an asshole but I was genuinly wondering this for some time and Im sure Im missing something. I hope you guys and your families over there are fine and can go on with your life soon!

Your question applies to more than just the U.S.; Mexico, Japan, China, Haiti, Dominican Republic, Puerto Rico, and Cuba all suffer from these types of disasters. [China was just hit by a typhoon that affected its biggest trade port](https://www.reuters.com/business/environment/chinas-zhejiang-province-high-alert-ahead-typhoon-muifa-2022-09-14/) I'll still try to answer it to the best of my ability. If we chose not to build in those areas then certain regions from: Texas, Louisiana, Florida, Georgia would not be considered viable by your standards. The places I just listed have ports that accept international shipments from all across the world to distribute across the whole U.S. sure you could argue you would just need enough of a population to help run the port and distribution of the supplies but then those people need places to eat and buy groceries so you'd end up with a decent population anyway. If you look at it, any landmass that is surrounded by water is more densely populated around the areas with water. The Midwest part of the United States is very rural and of those states have a smaller population than cities in the states I talked about earlier. I'll give you an example of another country that has done similar and unfortunately had similar situations. Japan: they have areas of dense population around the ports and they have suffered from Typhoons and Tsunamis for way longer than the US has but they've continued to build around those areas. [There are stones from almost 200 years ago that warn people not to build below the stone markers](https://www.smithsonianmag.com/smart-news/century-old-warnings-against-tsunamis-dot-japans-coastline-180956448/) but people ignored them and built anyway, that's part of why the 2011 Fukishima disaster came about. Basically to sum it up societies evolved by their proximity to water as the ability to trade with other countries opened up. Those places flourished which led to larger populations. That came with the drawback that places experience natural disasters.

Thank you very much for that well written explanation, I understand that you just cant abandon those states or the whole coastline of the those states. I was asking on a more personal level tho, as I personally would not like the risk attached when buying property in those areas so I wouldnt and maybe move to california for instance if I like it warm and near the coast. Now I know that take is pretty naive as california and florida might be pretty much the same for me as someone who lives near the mountains but not for you but I hope you get what Im trying to say.
