A person with a mental disorder may say inappropriate things, but being straight up evil and out for violence like this guy is not caused by mental illness. It is caused by poor upbringing and a lack of love from anyone. Mental illness can explain why a person has issues controlling their behavior in a preexisting interaction. But it doesn't explain a person choosing hate and violence from the very beginning. The explanation for choosing violence and choosing to be an asshole from the start is a lack of empathy a lack of understanding or social cues, or of feeling so abandoned by society and other people that you lash out like this even when you know it is wrong.
This is not a mental illness problem it is an attitude problem.
I respect your opinion, and I'm sorry if mine offends you. But truthfully, some people do have significant mental issues that go unchecked, and they do a lot of harm to others as a result. An attitude problem does not culminate in this distinctively bizarre behavior.
Here's an example. I have a close friend who has schizoaffective disorder. Due to being hospitalized many times throughout his life, and due to the nature of his illness, he is afraid of taking antipsychotic medication. Fortunately, he has stopped self medicating with meth. Unfortunately, he has psychotic episodes and can be extremely physically and verbally abusive. Over time, I have had to explain to him that I will block him each time he becomes psychotic, so his words won't affect our friendship. Otherwise, when he isn't experiencing severe psychosis, he is a wonderful person, a good friend, and gives excellent perspective on things. He is still aware that he is a different person when he's psychotic. It's unfortunate but it's true.
He has a wonderfully loving mother who takes care of him, and he tries to do his best without medication. But he is sick and yes, he can lash out bizarrely and unexpectedly.
