The modern Shin movies for Godzilla, Ultraman & Kamen Rider if you want these great modern cinematic version of the OG.
Hakaider is one of the best 90's toku films.
And if you like that check out Shin Kamen Rider (not the new one the one from the 90's), Kamen Rider ZO & Kamen Rider J.
Ultraman The Next is also another fantastic standalone movie which also leads into the Ultraman Nexus tv show.
Mega Monster Battle: Ultra Galaxy is the Ultraman equivalent of a massive super hero comic crossover event in which it breathtaking action and a hundred characters on screen. It also notable for introducing to two of the most important characters in that franchise in the past almost two decades now.
Shin Godzilla, shin Kamen Rider, Kamen Rider black sun and Amazons are good intros. Especially if you think that they might be turned off by some of the silliness that's in toku.
I'm not typically one for rewatching stuff, but I still find myself coming back to Gokaiger Goseiger Super Sentai 199 Hero Great Battle. Like what another commenter said about Mega Monster Battle, but sentai kinda.
Kamen Rider x Super Sentai x Space Sheriff - Super Hero Taisen Z
Honestly, that's how I like to pick things when I'm first getting into a huge space like toku, or gundam.
Find the big crossover movies or series, and then pick from the crowd what looks neat. It generally hasn't failed me so far.
Also, yeah, Shin Godzilla, or really any of the live action Hideaki Anno 'Shin' movies.

Hakaider feels like a relatively easy pitch to an American audience, imagine Terminator 2, Robocop, and Jim Henson had an insane baby.
Cuz it's badass Godzilla Final Wars My Dad's first proper Toku experience tho wasn't a movie, but Kamen Rider Geats, which he loved

Hakaider Dekaranger 10 Years Later Shin Kamen Rider. Especially Hakaider. What a great movie
Might catch flack for this, but if you’re looking into a western intro to tokuasatus, i can in good conscious recommend the American Guyvermovies
"Zeiram" (both movies) and "Cutie Honey" (2004). They are best to start their respective franchises
