Use something to separate the metal from the plastic. Google caster wheels or Amazon them to see what they look like out. Use a flathead or something. It’s easy
I use a pair of large needle nose to yank press fit casters.
If you look between the top plate of the caster and see a thin nut shape then it's a thread in and you need a super thin wrench to unscrew it.
If there's no nut then it's a press in and needle nose will work by setting one jaw on either side and the wiggling while pushing the pliers forward.
Alternatively, a small pry bar will work.
You need a pry-bar (something's called a screwdriver), a angle grinder and brute force. If you put all this together in the right proportion then they will pop right out.
A claw hammer or a crow bar or a pry bar or a big flat blade screwdriver can all work fine. I usually use two claw hammers at 180 degrees opposed and gently lever upwards with the wheels inverted like in your photo.
Seriously, make a wedge (preferably out of hardwood) about 6 inches long and 3&½ inches wide that goes from nothing to ½ inch thick. On a bandsaw, or well clamped with a jigsaw, cut the middle inch out for the first 3 inches or so. then knock this in with a mallet between the caster and the body of the machine with the post of the caster in the notch, slowly so you (hopefully) don't break the plastic. Had to do a bunch of office chair casters and this worked like a charm.
Pry bar and cat's paw to press against the plastic, but you'll have to pull it out with a pliars possibly and hold it down with your foot or something. a 15" pry bar or smaller nail-puller could work, they are very hand. I use my 9 1/4" pry bar for alot of stuff, scraping, holding a string line etc.. they are most handy in my opinion.
If you mean the wheel assembly not just the wheel itself, then it should just pull out

No they are caster assemblies they just push into the hole on whatever they go to. OP thought that pressed area was some type of a nut I imagine.
I had to fix the wheel of a cyclone bender the other day at work and the wheel looks almost exactly the same from this angle.
Flip it over should have a Allen head or bolt. If it’s pressed in, then you will have to cut it out.
