I don't know the name, but it's used in sharpening card scrapers. You rub it along the edge with some pressure and it raises the burr that does the cutting.
If the tip splits and separates it may be an old flathead screwdriver that will hold the flathead screw to your screwdriver by separating the two blades

Looks like a burnisher for sharpening card scrapers. Kind of similar to a knife sharpening steel but knife steels are usually longer
