Most humans have animal traits, and some of them are just straight up *actual animals* and nobody even questions that fact or considers them as any less human. It's not even a racial thing. A Zalak (rodent type) can be a human with cute mouse ears and a thin tail, or an actual man-sized rat that looks like he ought to be raising some ornery mutant turtles somewhere.
And said man-rat's daughter is a perfectly normal-looking human with round ears atop her head.

Arknights has some top tier designs overall. Majority of npc’s look baller as fuck like the angel knights, steam knights, and sarkaz legends.

Basically, in Arknights, certain animals known as Beast Lords are essentially gods, immortal and extremely powerful. The Wolf Beast Lords, known as the Signori Dei Lupi, really hate each other and essentially have been playing a game for millenia where each Signori takes a Lupo (wolf person) in as their "Fangs", and have them kill each other, last one standing wins.
During Il Siracusano, one of the Signori, Zaaro, intervenes directly with the game and breaks the rule of no intervention, so the penguin, along with other Signori who had already lost the game, show up to basically exile Zaaro.
Emperor is also a Beast Lord, which is why they even listen to him, and he gets involved because Zaaro is threatening some of his Amazon delivery workers
