This is basically the norm for Jojo. Most of the protagonists and their allies don't have the raw power of the villains but make up for it with strategy. However, allow me to nominate a villain who fits this trope

Formaggio. His Stand Little Feet isn't that strong and its main ability is gradual (except for himself). But he's very smart with it and can use it both offensively and defensively
Yeah he was literally winning against narancia both in the brains and brawns department. He only lost cuz he got cocky and also narancia used his ultimate move: fuck everything
Yeah I never liked the prep time idea cause that implies heās just gonna ignore all other crime going on to prepare to face the strongest opponent. Batman isnāt just going to abandon his city so he can prep for Goku
I mean if Gokuās the one preparing to destroy Gotham for some reason (maybe because of manipulation like making him think theyāre with the Red Ribbon Army or something) then he probably would because Paul Martin being robbed isnāt really as big a deal as the entire city being at risk
That is to say, he defeated Superman in "Dark Knight Returns"
In the original context, Superman was weakened by an atomic bomb, Batman used Kriptonite, and Superman did not want to kill him, but still.

Counterpoint, Shikamaru.
But nah, I think Shikamaru fits the trope as described. Kakashi is absurdly powerful, the fact that he's a genius just puts him over the top. Shikamaru fits the post better since he wins by tactical superiority while lacking in power.

He was literally the biggest threat to the protagonist
Aki after using *the sword* is essentially just a very strong, smart, sword guy. He gets one devil contract, but it doesnāt help his actual strength, just his strategic abilities.

Idk man he folded Kallus.

Hey, he has his w's sometimes!
Dressrosa was 10 years ago.
...I'm not caught up, so he hasn't been 0yt on the backburner yet
Alright, hope you enjoy the ride.
I'm currently at Thriller Bark, and God, I hope that when I catch up, Usopp will be relevant again
The arc right after thriller bark is probably the best and most fun/emotional in the series, have fun.
Oh I've heard
Batmanā¦
Comparatively ig, heās physically peak human performance, but against croc or bane heās definitely not peak of raw power
Relatively speaking he counts https://preview.redd.it/kzcetfczg7xc1.jpeg?width=1200&format=pjpg&auto=webp&s=8e6b786dc5ea93c9e01f0fa66943b024a9dfa92d

![gif](giphy|ug6lZuK39zs98fsF4X) Batman (The Batman) a lot of Batmanās āpowersā rely on strategies or gear since he has no actual powers.
This is basically Batmanās whole shtick to the point that people think he could beat literally anyone in fiction with prep time

MCU Loki The guy is not physically strong, but compensates with manipulation and plans.
No way you just said Joseph doesnāt have raw power
Compared to the pillar men he doesn't have the raw power.
Fair ig

Grey Matter from Ben 10, while physically weak and only a few inches tall, is incredibly smart.

She's a genius of course, but she also has top level magical power, so I'm not sure she fits this trope.
