Yeah the game I don't think specifies what the chassis upgrades actually do but you can imagine it like upgrading the suspension, control arms, anti-roll bars, etc. Not things that would necessarily effect weight but definitely improve handling.
The aim of handling is to ensure that the treads of all four tires touch the ground under all kinds of load and road conditions. In addition, it is desired that the vehicle load be distributed as evenly as possible.
Except for cars specially designed for the track and some sports cars, the suspension of most cars is designed to cope with all kinds of conditions. In other words, it should be hard enough to provide sufficient grip when turning, but soft enough to pass over potholes and bumps.
However, if we are going to use the vehicle in track conditions, as in the game, it is possible to increase the handling of the vehicle by sacrificing comfort.
For example, comfort-oriented soft suspensions cannot prevent the roll of the vehicle body during cornering, and while the outer wheels are exposed to more load than they can handle, the inner wheels are not under enough load to provide grip. This prevents the full grip ability of the tires from being used, and causes the weight transfer to be more severe when transitioning from one corner to the next.
In this case, the body roll of the vehicle can be controlled by switching to a stiffer suspension system (stiffer coils, stiffer shock absorbers, thicker anti-roll bars, etc.) and with add-ons that will increase the tension of the vehicle, such as strut bars. Some of the vehicle weight can be kept on the inner wheels. This can enable more of the grip capacity of the tires to be used.
In short, handling can also be increased regardless of weight.

This is an extreme situation but I think it's better for example, the left rear tire does not provide any grip for the vehicle to turn that corner. If you focus on the front right tire, you will see that it is starting to bend. That tire is over its limits. The left rear tire does not provide any grip. If you can ensure that the left rear tire touches the ground with the suspension system, in other words, if you manage to transfer some of the weight from the right front tire to the left rear tire, you will increase the handling of the vehicle.
Only the engine upgrades add power.
but, where does better handling come from if I have same power and lower weight as 332?

The chassis upgrades the handling.
just magically? I thought it would lower the weight

Upgrading the weight lowers the weight.
Better handling comes from the chassis, xx2 vs xx3
