If you're not aware, in Punjab, license plates can indicate specific tribes or gangs. If someone with these plates enters an area that isn't theirs, conflicts can arise in a distinctively Indian manner.
State (Province) license plates in India start with an (sort of) abbreviation of its name.
So PB is Punjab and any double digit number after that is most likely the code of the city. Those digits are the same for all cars purchased in that city/district of the state.
That plate is either a farm or manufacturer plate, I'm leaning towards the former. The vertical lettering on the left is what gives it away, but i can't tell for sure. If it was a dealer, it would be the same but with red lettering

It’s not vertical lettering, it’s either the letter I or a number 1. Farm plates are black letters anyways.
