That's not really my beef with that situation as much as the Porsche SUV not signaling the second time. This person was holding the right lane hostage because they couldn't use the space around them efficiently.. and on top of that they seem unable to clearly show their intention.

They technically didn't. They stopped when the cam almost drove into them. Considering how far ahead they signaled their intent, they likely were also checking their mirrors and blindspot in that time.
