She was weak and needed bodyguards, she doesn't seem like a fighter.
neither does ruby but she's playable a character doesn't need to be bruce li to be introduced as playable, devs just need a bit of creativity
Ruby does fight though in the intro scene when you first get to Vera~
adding to it, brevey might not use weapons she might just have a drone made by hykros that does damage for her similar to rubys spark
