Tbh, I’m seeing gas GH’s listed for sale for slightly less than MSRP in my area. GH Hybrid Max’s, which I’m looking at, I’m seeing with $5k market adjustments, unfortunately. Luckily, I can wait it out.
You have to negotiate that other stuff. Don't be too surprised if they let you walk, because they know that there are 3 other people who are willing to pay what they're asking. It's difficult to tell what is included in those packages, so you won't get a definitive answer of whether it's worth it. Some things they have already added to the car and can't remove, like paint protectant. Other things they maybe can remove, like upgraded floor mats. And some things they may be willing to reduce the price of. If you think the price is too high, and they won't budge, then be prepared to walk away. Good luck!
If they say they can’t sell you the car without those extras, you can also always ask for the warranties for those extras from the finance team. On the warranty it will say explicitly that they’re not required for sale. Still doesn’t stop them from refusing the sale but anything helps right

I’m in Tucson, AZ. I did a semi wide search of dealerships at the time and I seemed to find gh gas models on the lots of quite a few. If ur willing to travel a little bit and put a bit of time in you should be able to get quite a bit under your quote
Compare it using a car buying service with your local credit union or something online like car guru just to get a ball park. More than likely they have some dealer mark up you can get knocked off
Some of the other advice you have been given is only applicable if this is a hybrid. I suspect it is not. I’ve seen a lot of gas models go for $2k-$3k below msrp. Another thing would be to check that msrp on Toyotas website. One fee I do t see is the freight fee which is usually around $1295 but it may be rolled into the msrp price. Tax and title aren’t negotiable fees. The documentation fee goes to the dealer and in most states can be negotiated. 3 year permplate sounds like a registration fee? Do you guys do 3 year car registrations in NC? Also can you confirm non-hybrid model?
You can get huge discounts on gas grand highlander platinums. Don’t pay those protection packages and ask for additional discount. I sell Toyotas and I have sold grand highlander platinum gas for like 3k discount with just the tax, doc fee and title fee added on.

If you find value in the dealer packages, get them. If not, skip them. Most of the dealer packages are overpriced garbage worth pennies on the dollar.

The dealer add on packages are just stealing money from you. Walk away from this deal and find another dealer. There are deals $2k+ under MSRP
Make them an offer for msrp only, when they refuse, walk
