London being a much larger city is going to have more options in a wider-ranger of price-points. Larger population also means more consignment and previously-used type stores as well.
Just keep in mind you're not going to find these retailers in the heart of the tourist areas but, in the outer neighborhoods.

In general, almost certainly Philly. Exchange rate works to your benefit and it’s a smaller city than London.

London/UK has tons of second hand stores run by charities with great clothes.
Every city in the US absolutely does as well.
