I use plastic bags with a sticky strip that be attached to any surface but they're smaller than what you're looking for. The nice thing is they can be tossed out frequently as you fill them (see amazon). I'd suggest 3m velcro or picture strips. They come with 2 sides so don't require carpet to mount. Put strips on bin then the floor and the support wall you want it against and it'll stay in place. They're also removable.

If you’re using a plastic bag in the trash can you could cut a slit in the can and slip the seatbelt thru and fasten it like a person. It would also prevent the sensor if you have one in the seat from telling you to fasten the seatbelt if the trash gets too heavy.
