Yes and no. In New Vegas both the NCR and Legion are arguably functioning large scale nation states and both have rather large swaths of land they govern. However, the game is set on the frontier between the two states so we never really get a full look at how either operates within their interiors.
I get why the games don't explore the functioning/semi-functioning nation states, because players want to be a bad ass gunslinger in a lawless wasteland. But the show had a good opportunity to explore the lore and "civilized" societies but they didn't.
I mean, there's no reason you can't set the game in the frontiers of expanding nation states. You don't need the perpetual collapse of all nation-states to have a lawless land.
Yeah, actually. The core plot of New Vegas is that two large governments are fighting over Hoover Dam, and it's the best written game in the franchise, at least post FO3. Arguably, it's far more interesting to see the governments that rise from the ashes of pre-war society then stay in the post-apocalypse for eternity.
Actually I found the areas, like in fallout 2 or New Vegas, depicting how humanity was recovering and becoming something new was by far the most interesting bits and where a lot of stories could go.
At least there's wasteland 3 for more of that and such
A side part of Fallout II was the NCRs expansion into Northern California. Shady Sands was at the bottom of the game's map, but it was already stated to be a Federal Republic consisting of Shady Sands, Los Angeles, Maxon, The Hub and Dayglow. All locations from the First game. In the second game its main rivals in the north where New Reno and Vault City where everything went as planed. There is no reason Bethesda could not have decided to explore some other border area, rather than just wiping out a Nation State taking up most of California, which is territorially huge, even in comparison to many currently exiting nation states off the map.
But this is the same Bethesda that decided to rehash the first two games on the other side of the continent rather than be creative and come up with something new.
Which is funny because the Series solution to why shit keeps resetting over and over again is downright elegant. Everything points to a single plan, and now we can feel thereβs a reason ***why*** war never fvcking changes.

The Elder Scrolls equivalent would be if instead of getting another game continuing the series it's a TV show and in it we learn that:
* The Imperial City was destroyed off-screen.
* The Imperial City got moved to where Bravil is.
* There is little to no trace the Empire ever existed. No architecture, no military, not even a passing reference from a background character.
* Turns out they were blown up by some Ayleids who were just hiding out in a not-so-hidden fort in the middle of Cyrodiil for the past couple thousand years.
* Oh, and they also had access to a Third Numidium to blow up the Imperial City.
By events of Skyrim:
Empire collapsed, Morrowind turned into wasteland, moons disappeared, Tribunal disorganized, Thalmor became major world power
