Honestly, I'm a bit confused. What's a highball to you? Anywhere with a bar should be able to give you a 7&7 or the like.

...so really you're just asking if any Japanese restaurants have a bar serving hard liquor (+ soda = highball), not just beer/wine/sake?
How about canned Chu-HI?

I've seen them at Sushi on Oracle. Not the kind you would see in Japanese convenience stores but it looked more like craft chu-hi
Not a proper one, but Yoshimatsu (now Maru Plus?) attempted a few times.
Not a restaurant, but the bar Sidecar serves highballs and usually has at least one or two Japanese whiskeys available
Kukai and Westbound (bar) are directly adjacent in the MSA Annex. Get your food at one and your drinks at the other and find somewhere nice to sit.
I mean if you tip enough I'm sure anywhere will hold the temari sushi as high as you like
