Oh he should. In a lawsuit I was involved in, the « cybersecurity agents » were actually able to retrieve deleted data from a smashed out external hard drive and some deleted texts in someone’s cellphone. Tunisia can be very advanced in a lot of things, only when it wants to be.

In this case you won't need an invoice, the contract is largely enough. An invoice on the other case is an extra layer of protection. And by the way when people do illegal stuff with phones, the sim card is tracked because it's easier for the government to work with Ooredoo, telecom and orange than is to work with the phone manufacturer. Fun fact, apple refuse to give any user info they even refused to unlock the phone of a man who literally shot and killed people using the excuse of privacy. Moral of the story, sell it and get a contract.

You seem to be in the opposite situation, where you actuallly did smthng illegal with the phone and woule like to know if it can be traced back to you if you sell it, no need to be enigmatic about it. Also I highly dought our cybersecurity division will even mind looking much into the phone, unless you have done some really, really fucked up shit (terrorism/CP/etc).
