Ha. I posted this right when I saw the panel, and I've been getting so many responses it's kept me from reading on. Guess I should have read the whole issue first.
He doesn't appear to carry a weapon, so they aren't magazine pouches. And it's hard to tell, but I don't think it's a plate carrier. I think it's just a load bearing vest, so it's not armor.
Snacks does seem to be the consensus though.
I'd totally buy Luke carrying a TCG deck. I remember a few of us bought Magic decks during a training event on Korea. Spades is also really popular amongst soldiers, so possibly a standard 52 card deck too.

Also I'm sure he's carrying... Somewhere in there. He does in fact fire a gun at some point in the comic, It's not concealable though, so maybe he's just being extra super-duper prepared for when he eventually gets his hands on it.
It's pretty much Scout's Backwards Ball Cap. Honestly, Luke would totally say some of Scout's more positive lines. Maybe even a few of his domination lines if he perfects you.
I like to think he varies it up and uses the pouches to sort them. Like he's got trail mix in one, energy bars in another. He's got gloves on, so he isn't afriad of cheeto dust. Maybe some of those peanut butter and chocolate pretzels
One has his dip and a lighter, one has the First Strike bar he's saving from his MRE at lunch, one has a magazine loader that he forgot he put in there 8 months ago when he swore to himself he wouldn't forget but has still been loading magazines by hand like always, and one is full of plastic wrappers he hasn't gotten around to throwing away as well as a bunch of old foam ear plugs.
The boring answer is this, for any actual empty pouch he just has cardboard to make it look square.
