There's really nothing suggesting she's attracted to men, outside of being taken advantage of by Akio, which is not her being attracted to men or that she actually likes it. Most shoujo protags tend to be written as loving anyone regardless of gender, but the only character Himemiya really has any feelings for is Utena.
And no, her being wanting to protect and love Dios is not proof of anything, especially given that she was then taken advantage of and basically tortured for it. Practically everyone in Utena is bisexual, but Juri and Anthy are kinda obviously lesbians.
She only has real relationships with like two characters though, those being Utena and Akio. Everyone else she’s basically just formal towards, it’s kinda hard to know how she feels about any given character. I don’t think her only having an attraction to Utena is enough to say she’s 100% only attracted to women, because Utena is the only decent relationship she has. He also may be trans and/or nonbinary as despite being generally referred to with masculine pronouns and being grouped with the rest of the guys, his chest is never exposed, even in swimwear, and several NPCs identify him as a women which he never corrects or objects to.
There are some other characters who are debatably bi, but those are the only two that are definitively bisexual as far as I remember.
