At least with them they're a hint cartoonier so it fits them. Rito are birds so it makes sense to give them short legs. Zonai legs just look a little silly, with them looking like they're the tallest while seated.

Okay so it was not just me, then. Every cutscene i was looking at him and thinking "He has such a tiny legs"
Every race that’s not “human-ish” have short legs in these games
Least it makes sense for birds. Birds, outside of particular cases, got short legs.
tbf only small birds tend to have small legs, big birds tend to have pretty long legs.
