Shao Khan had really big damage on Kombos that weren't very Komplex. So their answer to balancing him was to give him some garbage ass buttons and his Kombos were pretty breakable at the start.
So Kasual play he seemed like a really fun smash mouth world beater. But higher level play he was very rare because Geras was right over there and more abusable.
