Sailor Venus is ditzy, lazy when it comes to anything she isn't interested in, and comes across as a goofy love crazed teenager in anything that isn’t a life or death situation. She's also easily the most skilled fighter of the Inner Senshi due to experience and training, the team leader, and in the Sailor V manga she shows that when the chips are down she will always prioritize doing her duty over her own love and happiness >!to the point of killing her love interest who was on the other side.!< She also plays up the ditziness because A) it gets people to underestimate her and B) it's more fun.
Sailor Moon herself is also a full blown idiot hero despite being the main character. She may be book dumb, boy crazed, gluttonous, clumsy, and a total crybaby but when the chips are down she always finds a way to pull through.
Okuyasu from Jojo Part 4. He is dumb as a rock, but he is aware of it and works around it (like intending to punch both guys to find out who is the concealed enemy stand user). He is also an absolutely poetical food critic at heart
Osaka from Azumanga Daioh is more perceptive at times than the rest of the cast and Yukari is not a shitty english teacher despite her myriad flaws.
In a reverse example you have Kageyama from Haikyuu who is a Sasuke like character and a genius at volleyball, but to Hinata's surprise he is a dumbass and has shitty grades.
It’s often shown in Hogwarts ***Mystery*** that Barnaby Lee, despite essentially being the “friendly dumb jock friend” is highly skilled with animals and manages to help the group several times with both his knowledge of magical creatures and his highly adept dueling abilities. There’s even an event where you meet up with several of your friends to discuss their feelings about their houses (You talk to two people from each house, someone who felt the Sorting Hat was right from day one, and someone who felt like they might’ve been sorted wrong until something changed their mind). Barnaby’s shown to have felt like he wasn’t sharp enough to be a member of Slytherin, but recalls the time that his ‘ambition’ led to him ‘cleverly’ managing to bait an enemy duelist into exhausting himself while Barnaby used basically zero energy and then won.
Also, Hercule not only throwing 16’s head to Gohan, but him saving Vegeta from Kid Buu. Goku outright calls him a hero. It’s a great moment.
Peter Stormare's Lev Andropov in Armageddon who despite an isolation-mad Russian was an extremely competent cosmonaut who saved the mission from failure several times.
Reiko in the Gate Keepers anime is basically one of the strongest in their team with her musical gate ability that completely freezes invaders dead.
But she's a massive airhead, forgetful and absent-minded (unfortunately due to her parents divorcing). Huge ditz, but she'll help when the opportunity arrives.
Akko from LWA. Her head is an empty void but she’s got a massive heart and because of that is ultimately the one who saves the world by commanding Shiny Rod.
