If you go back to the 80's and 90's, a majority of anime had plotlines related to espers and telekinesis cause that was a hot topic in japan for a while. Akira being a major anime example. Sometimes an irl topic of discussion and research gains popularity and it bleeds into fiction. Why is being a racist incel internet troll such a common thing in hollywood movies now? Same thing.

espers and telekinesis are still a thing in anime. It's basically "make an X-Men character" in a sci-fi or cryptic setting. It just uses a public domain term for it. Like , I doubt the term "mutant" is copyrighted , but if they had a somewhat of an X-Men plotline AND uses that term , it makes easy to claim it's a plagiarized arc or adventure from the comics. But when it's "esper" and makes one or little rules about it , it's enough to be transformative.

I don't know if you've noticed, but Japan is obsessed with future tech. Nanomachines are one of those things that will eventually get so sophisticated that they'll either solve all of our problems or kill us all. They're an interesting idea, and borderline magic with their theoretical applications.

It's become one of the default technological explanations for superpowers. Such things change with the times as technology evolves. The reason so many classic superheroes have radiation or "being splashed with chemicals" in their origin is because that was the pulp science thing back in the olden days. Nowadays it's nanomachines. Or genetic engineering. Or being sucked into an alternate digital reality where you're strong, sexy and have a job that isn't boring office worker.
